Joel was born November 28, 1958, in Hale Center, Texas, to Gilbert and Placida (Arredondo) Magallan. Growing up, he worked in his father's body shop. He then graduated from Hale Center High School and later attended Wayland Baptist, where he earned a bachelors degree in Spanish education. On February 13, 1978, he married Loida Plasencio in Hale Center. Joel briefly taught Spanish at Cotton Center ISD but continued into the auto body business also known as Joel's Paint & Body. He was a jack of all trades but he loved working on cars. A member of The Church of God of The Firstborn, Joel was a firm believer in the old paths and in the Holy Bible, which he loved to read and study.

Joel was a well-known and active member of the Hale Center community. He was honest, kind, friendly, understanding, and very wise. Joel loved his family and invested heavily in them. He taught his kids to be productive, how to stretch a dollar, and how to fear God. In his spare time, Joel loved to sing, play the guitar, and spend time with his family. Admirable, friendly, humble, and wholesome were words also used to describe Joel and he will be dearly missed.

He was preceded in death by his parents.
